The advertised price of a flat in Bangalore is usually the starting point, not the final bill. Floor rise and PLC, parking and amenity charges, GST where it applies, registration with stamp duty, and basic interiors can all sit on top. In the book’s illustrative example, a flat advertised at 100 ends up near 128. Ask for an itemised cost sheet before you pay a booking amount.

This guide is based on Chapter 3 of Buy Smarter: The First-Time Flat Buyer’s Guide to Bangalore. Rules and figures are as of October 2026. Rates and charges change, so confirm the latest with the sales office, your lawyer or CA, and the official portals before you pay.
Why is the advertised price of a flat not what you actually pay?
The headline number usually covers the base rate for the flat and little else. The brochure quotes one price per square foot, and the real total is built from several separate line items, some charged by the builder and some by the government. A buyer who budgets only for the headline number finds out about the rest late, when the cost sheet arrives or when the agreement is signed.
The fix is simple and it is the same every time: ask for the full cost in writing, line by line, at the first serious meeting.
What costs get added on top of the advertised price?
Five groups of costs commonly sit on top of the headline price: floor rise and PLC, parking and amenity charges, GST, registration with stamp duty, and basic interiors. Not every project charges all of them, and the amounts vary, so the table shows what to look for rather than what you will pay.
| Cost layer | What to ask about |
|---|---|
| Floor rise and PLC | A higher rate for upper floors or a preferred location (park, corner, view), often added per square foot |
| Parking and amenities | Whether covered parking and club or amenity charges are inside the quoted rate or billed separately |
| GST | Whether GST applies to your flat and at what rate, based on its stage of completion |
| Registration and stamp duty | The government charges on the property value, paid when the sale is registered |
| Basic interiors | Wardrobes, lights, fans, kitchen and the like that most buyers add before moving in |
How much can the real cost differ from the advertised price?
In the book’s illustrative example, an advertised price indexed at 100 comes to about 128 once the add-ons are included, roughly 28% more. Put simply, a flat advertised at 1 crore could cost around 1.28 crore in total. This is an illustration to show the pattern. It is not a quote, and your project may add more or less.
The useful habit is to work out your own version. Take the advertised price, add each line from the builder’s cost sheet, add the government charges, then add a realistic amount for interiors. That total is the number your budget has to cover.
Does GST apply when you buy a flat in Bangalore?
It depends on the stage of the project. As of October 2026, GST on an under-construction flat is commonly 5% for most homes and 1% for affordable housing, and it is generally not charged when the flat is bought after the completion certificate is issued. Ready-to-move flats with a completion or occupancy certificate are generally outside GST, which is one reason the total can differ between an under-construction project and a ready one. Ask the builder to show the GST line separately, and confirm the rate that applies to your flat with your CA.
What are stamp duty and registration charges on a flat in Bangalore?
Stamp duty and registration are government charges calculated on the property value and paid when the sale is registered. As of October 2026, stamp duty on a flat above ₹45 lakh in Karnataka is 5% (lower slabs apply to cheaper flats), and the registration fee has been 2% since 31 August 2025, up from 1%. Cess and surcharge are added on top of the duty. Deccan Herald reported that the combined government charges on high-value deals rose from about 6.6% to about 7.6% with that change. Duty is charged on the higher of the sale price or the government guidance value, and guidance values are revised from time to time, so check your exact amount on the official Kaveri portal or with the sub-registrar before you finalise your budget.
What does the carpet area have to do with the price you pay?
The price per square foot is usually quoted on super built-up area, so the area you can actually use is smaller than the area you pay for. Under RERA, a flat is sold on carpet area, the usable space inside the walls, so ask for the carpet area in the agreement and divide the total price by it to see your real rate. Parking is another place to look: confirm whether it is covered or open, allotted or on a first-come basis, and whether it is priced inside or outside the quoted rate.
What should you ask for before paying a booking amount?
- Ask for an itemised cost sheet in writing, showing the base price, floor rise, PLC, parking, amenity charges and GST each on their own line.
- Ask what is not included and what could be charged later, such as maintenance deposits or utility connections.
- Add the government charges and your interiors budget to get a real total, and check that you can afford that number, not the headline.

Frequently asked questions
What is the actual cost of a flat compared to the advertised price?
It is usually higher than the advertised price once floor rise, PLC, parking, GST, registration with stamp duty and interiors are added. The book’s illustrative example shows 100 becoming about 128, but your figure depends on the project and the flat.
Is GST charged on every flat in Bangalore?
No. It depends on the stage of the project. As of October 2026, under-construction flats commonly carry GST while flats bought after the completion certificate generally do not. Confirm the rate for your flat with your CA.
How much are stamp duty and registration on a flat in Bangalore?
As of October 2026, stamp duty is 5% on flats above ₹45 lakh and the registration fee is 2% (raised from 1% on 31 August 2025), with cess and surcharge on top. Check your exact amount on the Kaveri portal.
Should I budget for interiors in the price of the flat?
Yes. Most buyers spend on basic interiors before moving in, and the book counts it in the real cost. Even a basic setup is better planned for than discovered after you have committed your money.
When should I ask for the cost sheet?
At the first serious meeting, and before you pay any booking amount. A builder who will not itemise the cost in writing is telling you something important.
